ایکریڈیٹیشن کارڈ کیس: چیف سکریٹری اور اعلیٰ عہدیداروں کو توہین عدالت کی نوٹسیں
حیدرآباد/کاماریڈی (سیدکوثرعلی): میڈیا ایکریڈیٹیشن کارڈز کی توسیع کے حوالے سے ایک اہم پیش رفت میں، تلنگانہ ہائی کورٹ نے جمعرات کو چیف سکریٹری حکومت تلنگانہ، پرنسپل سکریٹری (جی اے ڈی)، اسپیشل کمشنر (آئی پی آر ڈی) اور چیئرمین (ایس ایم اے سی) کو توہین عدالت کیس میں نوٹس جاری کی ہیں۔ یہ نوٹسیں میڈیا ایکریڈیٹیشن کارڈز کی توسیع سے متعلق 30 اپریل 2026 کے عدالتی حکم کی عدم تعمیل کے الزام میں جاری کی گئی ہیں۔
یہ توہین عدالت کا مقدمہ تلنگانہ اردو ورکنگ جرنلسٹس فیڈریشن (TUWJF) کی جانب سے دائر کیا گیا ہے، جس کی نمائندگی اس کے جنرل سکریٹری سید غوث محی الدین کر رہے ہیں۔
فیڈریشن کا الزام ہے کہ ہائی کورٹ کے روبرو اسپیشل گورنمنٹ پلیڈر کی جانب سے ایکریڈیٹیشن کارڈز کی میعاد میں توسیع کا سرکلر جاری کرنے کی واضح یقین دہانی کے باوجود، متعلقہ محکمے کی جانب سے کوئی سرکلر جاری نہیں کیا گیا۔
اس معاملے کی سماعت 30 جولائی 2026 کو معزز جسٹس پی سیم کوشی اور معزز جسٹس نرسنگ راؤ نندی کونڈا پر مشتمل ڈویژن بنچ کے روبرو ہوئی۔
درخواست گزار کے وکیل، ایڈوکیٹ برکت علی خان کے تفصیلی دلائل سننے کے بعد، معزز بنچ نے ریاستی حکومت، محکمہ آئی پی آر اور میڈیا اکیڈمی سمیت دیگر فریقین (respondents) کو نوٹس جاری کیں۔ اب اس معاملے کی اگلی سماعت 16 ستمبر 2026 مقرر کی گئی ہے۔
اس مسئلے کا آغاز 30 اپریل 2026 کو ہونے والی عدالتی کارروائی سے ہوا۔ اس دن، معزز عدالت نے میڈیا ایکریڈیٹیشن کارڈز کی میعاد میں توسیع سے متعلق رٹ پٹیشن کی تفصیلی سماعت کی تھی۔ سماعت کے دوران اسپیشل گورنمنٹ پلیڈر نے عدالت کو بتایا تھا کہ ایکریڈیٹیشن کارڈز کی تجدید 31 مئی 2026 تک کر دی جائے گی۔
تاہم، چونکہ یہ تاریخ عدالت کی گرمیوں کی تعطیلات کے دوران آ رہی تھی، اس لیے بنچ نے میعاد کو 16 جون 2026 تک بڑھانا مناسب سمجھا اور اسپیشل گورنمنٹ پلیڈر کی اس یقین دہانی کو ریکارڈ کیا کہ ان ہدایات پر عمل آوری کے لیے باقاعدہ ایک سرکلر جاری کیا جائے گا۔
درخواست گزار کے مطابق، متعلقہ محکمے نے ایکریڈیٹیشن کارڈز کی توسیع کے حوالے سے کوئی بھی سرکاری سرکلر جاری نہیں کیا۔
اس کے بجائے، محکمے نے صرف ٹی جی آر ٹی سی (TGRTC) کو ایک مراسلہ بھیجا جس میں بس پاسز کی تجدید 31 مئی 2026 تک کرنے کی درخواست کی گئی تھی۔ درخواست گزار کا سخت موقف ہے کہ بنیادی سرکلر جاری نہ کرنا عدالت کی واضح ہدایات کی دانستہ اور کھلی خلاف ورزی ہے، جس کی وجہ سے یہ توہین عدالت کی کارروائی دائر کی گئی۔
یہ بات قابل ذکر ہے کہ TUWJF کی مرکزی رٹ پٹیشن، جس میں متنازعہ جی او ایم ایس نمبر 252 (G.O. Ms. No. 252) کو چیلنج کیا گیا ہے، ابھی تک معزز چیف جسٹس اپریش کمار سنگھ اور معزز جسٹس جی ایم محی الدین پر مشتمل ایک اور ڈویژن بنچ کے روبرو زیر التوا ہے۔
آج کی کارروائی کے بعد میڈیا کو بریفنگ دیتے ہوئے ایڈوکیٹ برکت علی خان نے بتایا کہ توہین عدالت کے اس مقدمے کے ساتھ ساتھ جی او ایم ایس نمبر 252 کو چیلنج کرنے والی مرکزی رٹ پٹیشن بھی معزز چیف جسٹس کی بنچ میں زیر التوا ہے۔ انہوں نے واضح کیا کہ عدالتی احکامات کے مطابق، موجودہ ایکریڈیٹیشن کارڈز 3 اگست 2026 تک کارآمد (valid) رہیں گے۔

Chief Secretary, Senior Officials Face Contempt Notices in Accreditation Card Case
Hyderabad: In a major development concerning the extension of media accreditation cards, the Telangana High Court on Thursday issued notices in a contempt case to the Chief Secretary to the Government of Telangana, Principal Secretary (GAD, Special Commissioner,(IPRD) and the Chairman, SMAC over non-compliance with the Court's order dated :30.04.2026, relating to the extension of media accreditation cards.
The contempt case was filed by the Telangana Urdu Working Journalists Federation, represented by its General Secretary, Syed Ghouse Mohiuddin.
The Federation has alleged that, despite the undertaking given by the learned Special Government Pleader before the High Court to issue a circular extending the validity of the accreditation cards, the circular was never issued.
The matter came up for hearing on 30.07.2026, before the Division Bench comprising Hon'ble Justice Sri P. Sam Koshy and Hon'ble Justice Sri Narsing Rao Nandikonda.
After hearing the submissions of the petitioner's counsel, Advocate Barkat Ali Khan, the Hon'ble Bench issued notices to the respondents, including the State Government, IPR Department and Media Academy and posted the matter to 16.09.2026, for further hearing.
The issue originated from the proceedings held on 30.04.2026, when the Hon'ble Court extensively heard the writ petition concerning the extension of the validity of media accreditation cards. During the hearing, the learned Special Government Pleader submitted that the accreditation cards would be renewed up to 31.05.2026.
However, as the said date fell during the Court's summer vacation, the Hon'ble Court considered it appropriate to extend the validity up to 16.06.2026 and recorded the undertaking of the learned Special Government Pleader that a circular would be issued to implement the Court's directions.
According to the petitioner, no circular extending the validity of the accreditation cards was issued by concern department.
Instead, addressed a communication to TGRTC requesting renewal of bus passes up to 31.05.2026. The Petitioner contends that the non-issuance of the circular amounts to willful disobedience of the Court's directions, leading to the filing of the present contempt proceedings.
The TUWJF main writ petition challenging G.O. Ms. No. 252, is pending before another Division Bench comprising Hon'ble Chief Justice Aparesh Kumar Singh and Hon'ble Justice G. M. Mohiuddin.
Briefing the media after today's proceedings, Advocate Barkat Ali Khan stated that alongside to the contempt case the main writ petition challenging G.O. Ms. No. 252 is also pending before the Hon'ble Chief Justice's Bench and that, in terms of the Court's order, the Accreditation cards remain valid up to 03.08.2026.
